At least they left it in there rather than ripping it or the whole tray out and binning as some do!

Yeh that’s the issue with electronic ballasts how reliable they are bet it was just a lamp that went before

Well ripping them out would need time and so cost money... What i think is noticable-to me it looks like - a non potted ballast which is actually intended for indoor use...
