A 2xF40T12 Rapid-Start Ballast 
A 2-lamp F40T12 LPF(low-power-factor) rapid-start ballast...normally these would be covered with an outer metal case, but this one isn't, so you can clearly see what all there is to the it.

LPF RS ballasts are(er.. were) common in cheap residential-grade fittings (anything these days is electronic)

If this were a HPF ballast it'd be slightly larger & have a much larger capacitor!


Tho whole fitting this is in just looks so 'cheap' with the ballast being all exposed, and that little capacitor sticking out in the open ... (and what especially looks crappy/cheap is the way it's just zip-tied into the fixture!

Looks like an old GEC SOI ballast!
