Probably helped preserve it lol have you ever seen the single twin start ballast?

no, not seen one of those, ive only seen this type with the push on pin connectors, the earlier type which was allmost the same with screw connections, and the purple flying lead,

I know where there are some of these with the single ballast for both lamps. Sadly, the building they're in has been missing most of it's roof for a good 30 yrs and they're not in the best of condition. There's one still hanging on under a fragment of roof that is probably just about ok (I'd bet it still works) but it's high and there's nothing there to use to get it down. There's also no road access within about a mile of the place as the A3 has been diverted through a later cutting here and the old road that served the quarry it's located in has long been closed off.
