Mystery airport tunnel lighting control box.

The river Bollin runs through a massive tunnel that goes under runway 05R / 23L at Manchester Ringway Airport which is lit by a couple of hundred 70w SON fittings made by Industria but they have a strange control unit mounted inside them.
Here is a close up... Has 3 live inputs (3 phase?) a neutral and an earth. It has 4 switched outputs, connections for a light guide? and RS485.
It has a row of dip switches for setting the address.

Anyone have any idea? I mean there is a photocell at the far end of the tunnel! Google shows up nothing for them.
