I don't know when they were installed. All AEG Koffer 70 at Kiryat Ata, have SON-E/I 70W lamps.

Are the Sepale’s LED or also HPS?

The Sepale's are 250W HPS, except two lampposts that have their Sepales HPS lamps being replaced by 3000K corncob LED lamps. See here .

The Sepale lanterns are not a popular lantern in the UK - the only place I saw them being used were in Stockport, Greater Manchester and of course a seaside town in the East Riding of Yorkshire called Bridlington - but AFIK I have not seen the Sepale lanterns in the South of the UK, at least not where I live or in London
