Measuring voltage and frequency of the generator in the stoarge of Carmel hospital

Before they moved us to the generator, the line frequency was stable at 50hz. After they moved us to the generator, the frequency was in the range of 48-51hz, and later became more stable at 50hz, but sometimes went up to 51hz or down to 49hz.
The voltage, after stabilized was 225-227V and not 230V, compared to when I measured it with my GPT SC9 SET surge protector. I don't know why?
