If the FEC have no moving parts, why it is connected to a bi-metal strip?

On what ballast did you run these?

I used a 250 SON choke with reduced input voltage, around 100v iirc. The bi-metal switch is probably to remove the ignitor from the circuit once the lamo has struck and run up.
