1994 Philips HPR 125W UV lamp with hard glass envelope. The Hard glass makes the lamp more resistant to bumps or liquid squirting on it.
The Philips HPR series was introduced in the mid 1950s as a replace for high power reflector incandescent lamps Photochemical process like reprography and later the curing of point and resins.

I’m guessing the hard glass also is effective for blocking harmful UV out?

Yes both soft and hard glass block harmfull UV-C radiation. However this is still a very powerfull UV-B source which still is dangerouse for thee yes
