All depends on the ballast: Rapid-start doens't like it once you get down below 10F/-12C, and once you're to 0F/-18C forget about having it light(unless its a cold-rated HO RS!)
Even HF Instant-start can begin getting picky about starting below -10F/-23C (really depends on the ballast, some will still go at -20F/-29C) Any fluorescents are sooo dim they're pretty much worthless once you get below zero ...
ofcourse I can't blame any ballast for not wanting to fire up in those tempratures, so f***ing cold, I hate it myself .
