I once pulled out a old ballast that some one tossed in pond weater logged ballast. I let it dry and rewire leads on the
Ballast. It came to life. Cant do that to a electronic ballast. It will be dead water logged creating a galvinic reaction of metals here.
They need to fix their roof!...and for that matter looking at that moldy ceiling, looks like they need to 'gut' this room & re do it.
