And that is before we even start to mention things that are actually stolen for scrap (a big problem in Israel, and i guess not only)
Nothing personal, but i am wishing for strict regulations and enforcement in the scrap metal field that will control the damage from both cases. Forcing everything to go slow and be documented, in a way that makes it possible to halt things before they reach the smelter as well as track down who brought them in, in case a theft was detected after the fact or in the cases of a mishap. Sorry that my wish is destructive for people like you
The way the scrap business goes, where nobody is accountable for nothing - makes it super easy for thieves to sell stuff without being caught, and impossible for everyone else, ranging from utility companies (affected by Copper theft) downto little Ash (affected by a one to million mishap) to minimize damages when things happen
The utilities (as example) are big. The scrappers like Jeremy (as example) are small, and for them £40/week is some nice extra money. From a "social" point of view, the scrapper guys might need the money "more" than the utility needs to save that roll of cable, which is peanuts for them anyway. Not denying that
However. The utility companies are not part of the problem, but the scrap business as a whole is. Not at the level of scrappers like Jeremy who avoid stealing, but at all levels from the companies he sells the metal to and downstream. The same people who printed the receipt in the picture, bought in some stolen phone cables from the next guy or from the one after him
And since they are part of the problem, they (the bulk scrap metal buyers) should ultimately suffer the costs of implementing the accountability, including costs of surveillance equipment to be purchased and installed, people employed to record and keep records of stuff that was not recorded before, lost revenue from turning down scrappers that steal or that would be otherwise concerned about being traced, and so on
People like Jeremy might be hurt on the way. They have done nothing wrong, but they chose to participate in a business venue in which too many people do things wrong and it cannot be left as is. Sorry Jeremy
