Complete kits with tubes and starters tucked inside the casing with the manuals and paperwork. They did come with thorn starters so it could indeed be a thorn reseller under the name. They weren't a fiver each. It was a fiver for all three. I like the tridonic magnetic ballast. Bit of a novelty when they make so many different HF ballasts.
