I wonder what the, watts out measurement is on this?, I bet these early ones have quite a big total circuit wattage?

When I get another 1kw lamp that actually works, I'll take some in & out measurements to see what the losses are. In my experience of other older 'oversized' ballasts, they don't tend to be as lossy as one would expect
