This is definitely a Revo, it has 'Revo' stamped on the lamp holders, Tipton is where Revo was located & thirdly a search for 'Versaline' here reveals lampy has an early Versaline fitting & it is Revo branded. One suspects 'Relite' might be a rebrand, maybe after Revo went under?
Edit: just found this on the interwebs: "Relite were the successors to Revo Electric of Tipton, a company who had been foremost amongst street lighting equipment makers for years until their demise. The limited Relite range are all taken from later Revo designs. The company were in existence from 1967 until 1975"
Second Edit: just found this: "The Revo name was changed to Relite when it [Revo] was purchased in 1969/70. The name was changed again to Simplex in 1980" ...this explains why this fitting is so similar to the Simplex fittings I also got
